    This card style is same as as a credit card. This was a sample advertising card for a Company that manufactures Data cards, back in the '90s telephone cards were popular and chip cards were rare, I do own many chip cards from the era, so they have been around for awhile. Bill Clinton was elected in 1992, I belive this card may be related to a campaign promise? Don't know much else except information on back of card.
